But, AI adoption hasn’t been AI-led. Typically AI-tools are adopted as part of a wider digitisation process, embedded within other technology platforms.
A notable portion of the most widely adopted AI tools are interview transcription and document summary/assembly systems.
There is evidence of experimentation with client facing AI tools, typically in the form of client portals and chatbots.
So far, AI has not been widely embraced as a tool to promote A2J.
The A2J sector is still undergoing a process of “digitisation + workflow design at scale”, with AI occasionally appearing as an add-on for classification, summarisation and estimator functions rather than the core product.

Across multiple institution types, the most concrete use cases have moved from drafting or summarising to end-to-end process capabilities like intake triage/routing, document processing (OCR/classification), transcript generation, evidence management, scheduling optimisation and backlog analytics. This points to AI becoming “infrastructure for throughput,” not just a personal assistant.

The most repeatable external-facing AI deployment pattern is: “information, not advice” assistants, guided form completion, and structured intake that escalates to humans.
Courts, legal aid, CLCs and regulators all show variants of the same design logic: expand access and reduce friction while limiting liability via scope controls and escalation pathways.

Across courts, policing/corrections, regulators and legal aid, the high-salience risks converge on: bias/disparate impact (especially in triage, streaming, risk scoring), explainability and auditability (particularly where decisions are rights-adjacent), privacy/cybersecurity, and humans deferring to system outputs - also known as “automation anchoring”.
In other words: the governance burden grows sharply as AI moves closer to contested decisions.

Compared with general AI policy, the court-focused items emphasise something strategically different: preserving legitimacy of adjudication. The practical policy direction is not “ban AI,” but “allow AI where it strengthens human-led justice” while hardening expectations around explainability, oversight, and integrity of legal submissions.

This is a clear adoption pattern. Courts are buying AI that compresses information (summaries, translation, search) rather than AI framed as decision support.
